- In a very large bowl combine beans, bell pepper, onion and celery. Stir in tomatoes. Set aside.
- For the dressing, in a medium bowl combine herbs, vinegar, sugar, parsley, mustard, garlic and cayenne; whisk in oil. Add to bean mixture; toss to combine. Cover and refrigerate at least 4 hours. Stir before serving.
