- Cut steak into 4 pieces; sprinkle evenly with pepper and onion powder. Coat a large nonstick skillet with nonstick cooking spray; place over medium-high heat. Add steaks; cook 3 minutes per side.
- Push steaks to skillet edges; reduce heat to medium. Add onion and garlic; cook, covered, 3 minutes or until onion is slightly softened, stirring once. Stir in broth, cranberry sauce, horseradish, bay leaves and (if desired) cloves.
- Spoon cranberry mixture on steaks. Increase heat to medium-high; bring to a simmer. Reduce heat to medium-low; simmer, covered, 40 to 50 minutes or until meat is very tender. Spoon sauce on steaks, and serve.
